Aside from the bold colours and charming illustrations of urban and suburban America, here is a story of two brothers and their hope for Frank, Nocturnal City Collection Custodian in Windy City (aka Chicago).

Having instructed his younger brother Theo not to let go of a balloon their cousin gave them, Zeke - who "knew everything about everything" - then proceeds to tell Theo about where the balloon went when Theo let's go of it (despite all effort to keep it in his hands).

It's travelled through their suburban town and into the Windy City of Chicago. According to Zeke, '"all lost balloons end up in Chicago'". It has '"something to do with science, migration patterns and wind tunnels created by invisible jets,"' says Zeke. So drawn are international balloons to Chicago that balloons from Japan once caused a traffic jam in the Windy City.

But more than a story about balloons travelling into Chicago, there is a story of Frank, devoted to rescuing these balloons. He collects them for everyone. But he works so much that he misses all the parties the balloons are brought.

Besides a story about where lost balloons go, this is a story about hope and friendship as Theo and Zeke send Frank an orange balloon with a message of hope and good wishes so that he (Frank) can get out and enjoy life and
