The film starts 24 hour before the first plane hits, then for 40 minutes you get a multitude of fictional character brief introductions that are sometimes so brief they only have a minute or two on screen. So really, there isn't any development of individuals that you get attached to. Plus the entire film is only 50 minutes long.

Then you get a camera shake when the first plane hits the North Tower , cuts to brief news footage, and then back to actors that I'm sure were hired from a pool of extras that happened to be available.

Watch some documentaries on YouTube, and not the conspiracy stuff, but anything is better than this film.
