This read like the second or third draft of a potentially better book. The world-building was interesting but thin, and character development relied on telling instead of showing. There was an abrupt change in tone and plot emphasis from romance-novel "secret love at court" to war and dragons. The romance between the two main characters was mainly signaled by the fact that they couldn't keep their hands off each other (in a quasi-Victorian setting!), rather than the building of trust they'll need to defeat the enemy. If you want political strife and romance in a fantasy kingdom, read LM Bujold's "The Curse of Chalion" or Sharon Shinn's "Troubled Waters" and their sequels.
